FBI Finds Comey Handwritten Note Referencing ‘HRC Plan’ Before 2016 Election

Newly released court filings reveal that former FBI Director James Comey wrote a 2016 note referencing “HRC plans to tie Trump” and “HRC health.” The document was discovered in early 2025, locked inside an unused FBI safe, and is now key evidence in the Justice Department’s criminal case against Comey.

The handwritten note, dated September 26, 2016, was found on official FBI letterhead just weeks before the presidential election. It was written shortly after the CIA sent Comey intelligence suggesting that Hillary Clinton’s campaign had approved a plan to connect Donald Trump to Russia.

Prosecutors allege that Comey hid this referral and other materials, obstructing investigations into both campaigns. A federal grand jury in Virginia indicted him in September 2025 on charges of false statements and obstruction of justice.

The note was located in Room 9582, a secure FBI facility that had not been accessed for years. Investigators discovered that the room saw unusual activity around January 2025, during President Trump’s inauguration week, prompting questions about who entered and why.

The internal review also uncovered five burn bags containing documents from Crossfire Hurricane, the FBI’s 2016 Trump-Russia probe, and the original CIA referral memo. These findings appear to contradict Comey’s 2020 Senate testimony denying knowledge of such intelligence.

FBI Director Kash Patel confirmed the discovery in June 2025 and authorized the release of previously classified materials.

According to the DOJ, the evidence suggests a pattern of concealment by senior FBI officials and could strengthen prosecutors’ claims of obstruction and conspiracy within the bureau’s leadership during the 2016 election.
